Dick Grayson: Gotham's Paris Hilton?

In Batman: Streets of Gotham #6, District Attorney Kate Spencer aka the current Manhunter meets Dick Grayson at the Gotham Athletic Club. It seems that Dick favors swimming trunks instead of speedos these days.

Kate says that Dick is Gotham City's version of Paris Hilton, which... is interesting. Did she say that just because Dick is  the adopted son of a billionaire or did it mean that Dick is now more of a socialite, is he playing the role of billionaire playboy like Bruce?
