Apparently, he was a kid who turned into a shirtless superhero whenever he shouted "Hey, Rube!" kind of like SHAZAM... okay, exactly like SHAZAM (of whom Red was a blatant rip off).

Is it me or has "rube" a sexual connotation?
Well according to Unrban Dictionary, it means, "An unsophisticated hick or bumpkin". So, no, it doesn't have a sexual connotation, at least not in english.
