This is that brief period between Crisis on Infinite Earths and Death of Superman, isn't it? Because as soon as the Supermen show up, this "no powers until I was 17" business (unique to post-Crisis) is retcon'd out. I guess they realized it doesn't work with the Legion?
Also they must've realized big whoop, any guy can shoot out mini versions of himself with his hand.
